BUG Ratings

What are BUG ratings and why are they important?  I came across an article written by Max Pierson the other week on his blog.  It discusses well the differences between how traditional sources were defined (full cutoff, semi cutoff, etc) and how the new BUG ratings for LED's are determined.  It seems specifiers are often locked into lumen output and watts of a fixture, but when designing the lighting for an outdoor area, there are other factors, such as the BUG rating, that need to be considered when selecting a luminaire.
